It seems some things don’t change despite the passage of time, new players just get added to the game.

To say that Dawn doesn’t like Drago would be an understatement, even mentioning his name is often enough to earn a growl/snarl from her. Mainly to Dawn is that Drago doesn’t seem to take her seriously; other villains consider her a threat and do their best to take her down in a fight, while Drago may fight for a short time (usually insulting/making fun of her as he does so) but then just leaves at the first opportunity. Dawn thinks it’s that Drago doesn’t consider her worth his time to fight, like she’s not a threat to him and he’s free to just brush her off. It doesn’t help that everybody else declared them rivals after the first time they met (Ron calls it the D&D Rivalry) just because Kim and Shego have their own rivalry; it makes Dawn just a little annoyed that she hasn’t had what she’d consider an actual battle against her own rival.

As for Drago, he’s pretty neutral about the whole thing actually. While he thinks it might be fun to actually fight Dawn in a full battle (just from briefly fighting her Drago can see she has some major potential); it’s just not in his mission plans to stick around for a battle, the longer he sticks around the greater chance of being caught after all. The main reason he mocks her during a fight is that it angers her and causes her to make mistakes which gives him more openings to get away, and it’s kinda fun too. Shego finds the whole situation funny; the first time Drago and Dawn met on a mission she said to Drago “Look hun, you have your own little Possible to play with now!” of course laughing while she said it.
